
Job Posting: Associate Community Engagement Specialist
The Greenville County Redevelopment Authority is seeking to fill the position of Associate Community Engagement Specialist.
I. The Mission of Greenville County Redevelopment Authority:
Secure resources and educate stakeholders to meet the needs of Greenville County citizens through affordable housing.
II. Job Statement:
Under regular supervision, the Associate Community Engagement Specialist serves as a liaison who supports the GCRA mission by developing and leveraging community relationships that help connect resources with need. Additional responsibilities include monitoring and coordination GCRA and/or US Department of Housing and Urban Development (HUD) funds allocated to partner agencies.
Proficient skills in using various software programs, such as GIS mapping, Microsoft office products – word, excel PowerPoint, publisher and database. Prepares presentations, reports, maps, charts and graphs.
III. Job Description:
Objective A: Manage CDBG Subrecipient Activities – Coordinate and Oversight
- Works with the organizations that receive Community Development funding for public service programs including notice for funding availability, coordinate submitted applications for review and approval.
- Through the supervision of the Program Director coordinate proposal reviews and funding allocation process.
- Drafting annual funding agreement, reviewing, and processing payments, and monitoring expense spending.
- Work with and provide technical assistance to subrecipients to achieve performance outcomes for which funding is granted.
- Gather final numbers on subrecipient activities in preparation of the Consolidated Annual Performance Evaluation Report in support of the Community Development Planner.
- Identify resources and ways to connect partner agencies to maximize program capacity and leverage funding.
- Coordinate monitoring visits with and prepares close out letters
Objective B: Emergency Solutions Grant Subrecipients – Shelter and Outreach Providers.
- Works with organizations that receive Emergency Solutions Grant funding for notice of funding availability. Coordinates sub mitted applications for review and approval.
- Through the supervision of the Program Director coordinate proposal reviews and funding allocation process.
- Drafts annual funding agreement, reviewing, and processing payments, and monitoring expense spending.
- Gather final numbers on subrecipient activities in preparation of the Consolidated Annual Performance Evaluation Report in support of the Program Director and the Senior Finance Specialist.
- Review HMIS data for accuracy and completeness. Transfer data to SAGE.
Objective C: Supports Neighborhood Associations and Community Relations.
- Attends monthly neighborhood associations meetings to inform the public of housing and rehabilitation programs and other Community Development programs and projects.
- At the direction of the Program Director, represents the division at community meetings, coalitions, and working groups..
Objective D: Gap Assistance Program
- Coordinates the Grant Assistance Program fund allocation process by gathering statistical data, metrics, and other information, securing speakers from partner agencies and coordinating fund allocation meetings with GCRA staff.
- Processes requests for funds and provides feedback to ensure requests are within established guidelines.
Objective E: Greenville Dreams
- Coordinates the Greenville Dreams Partnership by administering allocated funds

Objective F: Support staff — Environmental Reviews
- Review levels of Categorically Exempts and CE not Subject to 24 CFR 58.5 Environmental Assessments
- Consult various online resources and County Staff regarding projects.
- Document statutory compliance and complete Environmental Review Record.
- Confirm Project scope, budget and funding from Subrecipient, Operations, and Finance Director.
- Update staff on ER completion.
Job Requirements: Minimum Qualifications (Knowledge, Skills and Abilities)
- Requires a bachelor’s degree in Human Services, Public Relations, Public Administration or business-related field.
- 2-3 years of public relations, community outreach, or non-profit experience preferred.
- Excellent communication and presentation skills.
- Proficient in Word, Excel and PowerPoint.
- Ability to make public presentations to inform the public about planning projects and programs; attends and participates in public meetings/hearings to discuss planning projects and issues.
- Ability to deal with diverse population and stressful situations.
- Ability to work cooperatively with other agency staff and community officials.
- Ability to work independently with minimal supervision.
- Ability to present a professional and positive attitude to residents, staff and other organizations.
- Valid South Carolina driver’s license.
