NOTICE OF PUBLIC HEARING AND COMMENT PERIOD FOR GREENVILLE COUNTY PROGRAM YEAR 2026-2027 ANNUAL ACTION PLAN FOR USE OF HUD FUNDS IN MUNICIPALITIES

The cities of Simpsonville, Fountain Inn, Mauldin, Travelers Rest, and Greer, are all parties to an Urban County Agreement which authorizes Greenville County, through the Greenville County Redevelopment Authority (GCRA) to administer HUD Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) activities within their respective jurisdictions. Activities and budgets for the upcoming year are recommended and agreed upon by GCRA and each respective City Council, with opportunity to receive comments from the public. For details of the activities, projects, and budget please attend the City Council Meetings below. Detail will also be provided at the County wide public hearing.

The Annual Action Plan (AAP) sets forth the expected resources and planned activities for the upcoming year. The CDBG program funds a broad range of activities including housing rehabilitation, public facilities and infrastructure, economic development, and public services, designed to benefit low- and moderate-income people. HOME supports activities such as acquisition, construction, and rehabilitation of affordable housing for low and very low-income households. GCRA anticipates approximately $2.85 million in CDBG and $1 million in HOME funding for PY2026-2027. Actual amounts will be available during the county-wide public comment period which will be announced under a separate public notice.

City of Simpsonville: March 10, 2026, 6:00 PM – 425 E. Curtis St., Simpsonville.
Estimated Funds CDBG: $155,000: HOME: $56,000

City of Fountain Inn: March 12, 2026, 6:00 PM – 300 Wall St., Fountain Inn.
Estimated Funds CDBG: $80,000: HOME: $30,000

City of Mauldin:  March 16, 2026, 7:00 PM – 5 E. Butler Rd., Mauldin.
Estimated Funds CDBG: $160,000: HOME: $75,000

City of Travelers Rest: March 19, 2026, 6:00 PM – 125 Trailblazer Dr., Travelers Rest.
Estimated Funds CDBG: $71,000: HOME: $45,000

City of Greer:  March 24, 2026, 6:30 PM – 301 E. Poinsett St., Greer.
Estimated Funds CDBG: $290,000: HOME: $90,859

Public Comment Period 2/23/2026 – 3/27/2026. Comments can be emailed to ph@gcra-sc.org or made in person at the public hearings.
